Signature is to detect the IIN Response Flag indicating the device is under local control, meaning that the OutStation PLC is not being managed by DNP3 protocol communications any longer. It may be that the device is now being managed by another protocol, in which case that protocol's management interface will need to be consulted. The device may need to be reset to restore DNP3 management. In some cases the device may need to be physically managed to restore DNP3 protocol control. This signature should be activated to be sure the Outstion devies are not changed without the proper Change control procedure.
